This effort builds upon a decade of work in the Commonwealth to align education and training programs in ways that makes it easier for individuals to access and complete pathways to family-supporting careers. By pairing together sector strategies and career pathways, this initiative hopes to improve the relevance and effectiveness of education and training programs, leading to more positive outcomes for individuals and businesses.

We are pleased to announce that we have been selected by the state of Arkansas to support their deployment of sector strategies statewide – adding another state to a growing list of clients working to transform their workforce development system.
Sector strategies are regional, industry-focused approaches to building skilled workforces and are among the most effective ways to aligning public and private resources to address the talent needs of business – while providing family-sustaining career paths for job-seekers. Sectors-based workforce development strategies are promoted actively by federal policy and are a key element in the Nation’s Workforce Innovation and Opportunity Act (WIOA), which was passed by Congress in 2014.

Florida’s workforce development system, and their partners, are on a course to accelerate the adoption of sectors-based approaches to talent management around the State, and our recent Sectors Strategy Institute was a solid start on their journey.
The two-day Institute, held in Orlando, brought together over 100 leaders from Florida’s twenty-four workforce development areas who attended with partners from education and economic development to learn more about sector strategies. The Institute began with a discussion of the vision Florida leaders embrace for a future workforce system and continued with several panel discussions. Leaders then worked through a series of learning activities and team-based planning exercises to help them better understand priorities and appropriate next steps.

Last week, my colleague Lynn Bajorek and I were in Springfield, Illinois, to facilitate a strategic planning session with the leadership team of the Office of Employment and Training (OET) at the Illinois Department of Commerce.
Over the last several months we’ve been working with OET on an internal change management effort which looks both internally to better understand its assets, challenges and opportunities and externally to understand how OET can leverage and partner better within its entire workforce development system. The end result will be a "Blueprint" that fully aligns OET’s assets and resources with a clearly articulated vision, mission, and set of goals.

On March 8-9, 2016 Maher & Maher, in conjunction with USDOL/ETA's Dallas Regional Office, provided in-person training for Arkansas State and local workforce system staff on effective fiscal and programmatic monitoring. In addition to the core curriculum, the training also included tailored components for State staff and Local Area Directors. Trainers included Lynn Bajorek, John Riggs and Jennifer Pirtle from Maher & Maher.
Learning objectives for the training included:Increased understanding of the requirements and benefits of monitoring, the various monitoring roles and responsibilities at the Federal, State and Local levels and the key monitoring activities required to drive compliance and effectiveness. Improved State and Local staff capacity to plan and perform monitoring activities. Expanded awareness and understanding of common monitoring issues/findings including causes and potential resolutions.

Maher & Maher was recently in Illinois for Regional Meetings in Effingham, Bloomington, and Chicago to kick off the development of the regional planning initiative in each of the state’s 10 regions. More than 300 leaders from workforce, economic development, education, and other areas from across the state met in Regional Teams over the course of 3 days.
With the help of a team of Maher & Maher facilitators, each region prioritized its regional target industry clusters, debriefed the results of a self-assessment, completed a SWOT analysis, and developed priorities for the creation of a sector strategy for one target industry cluster. Going forward, facilitators will be providing support for each region’s ongoing collaborative planning work.

Our recent statewide launch event with leaders in the State of Missouri was a great kick-off to our deployment of sector strategies in the state, and an excellent jump-start for the upcoming implementation of the Workforce Innovation and Opportunity Act (WIOA).
Tucked away on the banks of the Lake of the Ozarks, about 130 professionals from the state’s workforce system and their partners from education, economic development, and workforce worked over two days to plan for advancing sector-based work in the ten economic regions of the state.
