Forming, Storming and Norming Around Regions, Sector Strategies and Career Pathways

It is wonderful when regionalism comes together like it did with the six workforce development regions in Minnesota! In order to help stand up these newly formed regions, Minnesota asked Maher to partner with the regions to assess sector strategies implementation status in the context of Workforce Innovation and Opportunity Act (WIOA). The Maher team reviewed each regional plan and then identified and provided technical assistance over a three-month period.

Across the regions, several common technical assistance themes emerged:

  • Advancing a regional approach to sector strategies that is strategic and systemic in nature;
  • Building a common understanding and structure to support sector strategies and employer-led industry partnerships among local boards and partners;
  • Creating an integrated approach to business services;
  • Supporting and sustaining long-term sector partnership and employer relationships; and
  • Developing performance metrics/benchmarks.

In response to these needs, Maher coaches worked with regions on a variety of efforts. Two rural MN regions worked collaboratively on their sector strategies efforts and developed a road map for doing so. Another region established a sector strategies framework with all the key stakeholders that will be used in establishing and advancing existing sector partnerships. One region created a set of performance benchmarks for sector partnerships including job seekers, businesses and the community and yet another region explored best practices across the nation in key areas and developed a foundational PowerPoint to use in all sector strategy work going forward. The remaining MN region undertook a SWOT analysis with local board members as a means of aligning priorities and establishing a unified strategic board agenda around sectors. Based on the work completed in each region and additional needs identified, Maher provided recommendations to the State on continuing to support these regional efforts in the future.

This work in Minnesota reinforces that there are many ways to advance sector strategies work in economic regions and states that desire to support that work needed to provide agile resources and technical assistance strategies when doing so.  Key areas for consideration include: Training/Facilitation; Data and Economic Diversification; Business Engagement; Unified Business Services; Systemic Approach; and Operationalizing Sector Strategies/Career Pathways.
