Kathy has a thirty-year-plus history as a leader and innovator in public and nonprofit workforce, education and economic development services in Minnesota.
Since joining Maher & Maher in 2014, she has supported the firm’s projects for the federal government, and state and local organizations including the Reemployment Services Initiative of US Department of Labor/Employment and Training Administration, as well as technical assistance to State Workforce Agencies.
Prior to her consulting work, Ms. Sweeney worked as a leader in Minnesota at the local, regional and state levels and represented Minnesota in a number of national level efforts, including chairing the National Governor’s Association Workforce Liaisons Association for two terms.
Kathy has led many unique collaborations between public, nonprofit, business and educational groups with diverse constituencies in a variety of efforts focused on workforce system assessment and improvement, as well as design and implementation of partnerships and best practices. Her work is grounded in an extensive practical knowledge of the many components of the nation’s workforce development system and she has led many initiatives to blend and braid funding from federal agencies, as well as private foundations and legacy program funding from several program funding sources.
In the last two years of her work in Minnesota, she served as Director of the Strategic Innovations Office at the MN Department of Employment and Economic Development. Kathy led Minnesota’s premier Career Pathways innovation; Minnesota FastTRAC; a statewide collaboration between business leaders, community colleges, adult basic education and public and nonprofit workforce development services designed to dramatically increase and improve workforce training for under skilled low wage working adults.
Kathy has a Bachelor of Science degree in Education and a Master’s degree in Vocational Counseling from the University of Wisconsin.
