Wendy Russell is Project Manager for Maher’s Workforce Innovation and Opportunity Act (WIOA) Implementation Technical Assistance project. Wendy’s expertise in federal education and workforce contract development and management has guided this two year plus complex project requiring the coordination of seven on-site (at DOL) and over 20 off-site staff working to implement five distinct tasks, in addition to overall project management. The work includes designing and providing tools and resources for training ETA staff and state and local workforce practitioners on topics and guidance related to WIOA implementation. These in-person and virtual events were informed by project staff engaged in analyzing policy, compiling stakeholder feedback, and coordinating interagency workgroups on topics pertaining to Performance and Accountability, Fiscal and Grants Management and State Plan development.
Wendy’s tenure with Maher & Maher began in Spring 2015. In addition to WIOA project management, she led the development of the ION Talks on Change Management – three short videos with discussion guides to manage the changes required by WIOA and facilitated a peer learning group exploring programmatic aspects of integrated service delivery.
Wendy began working at DOL Fall 2014 supporting the Office of Policy Development and Research (OPDR) with stakeholder feedback management, policy analysis and draft copyediting of the WIOA NPRM. She brings to Maher & Maher three decades of technical assistant facilitation, program assessment, and transforming federal and state policy into implementable programs. She designed, delivered, managed and evaluated programs for educators seeking school improvement, leaders of change initiatives, and managers working to improve community services. She’s also authored a facilitator’s guide to collaborative leadership.
Her M.A. in International Education from American University, Washington, D.C. led to work with international students and professionals guiding educational exchanges and workforce training opportunities. The BA in Political Science with Secondary Teaching Certification fostered her interest in policy and training.
