Office of Job Corps (OJC) Independent Government Cost Estimate Tool

Currently, Maher & Maher is supporting the Office of Job Corps in improving the quality of independent government cost estimates (IGCE).  This includes the design of an independent government cost estimation tool, the design and presentation of pilot training on the use of the IGCE tool, and finally the refinement and presentation of the tool along with customized training materials to aid in its use by Job Corps personnel in the National Office and 6 Regional offices.

Job Corps is a free education and training program that helps young people learn a career, earn a high school diploma or GED, and find and keep a good job. For eligible young people at least 16 years of age that qualify as low income, Job Corps provides the all-around skills needed to succeed in a career and in life. Job Corps is administered by the U.S. Department of Labor, Office of Job Corps, under the leadership of the National Director, supported by the National Office of Job Corps and a field network of six Regional Offices.

When the Office of Job Corps found that it had a need to improve compliance with contract acquisition policy and guidance, and to improve the quality of independent government cost estimates (IGCE), Maher & Maher was brought on board to help.  Together with our partners, Jefferson Consulting Group, we were asked to advise a workgroup which would develop IGCE procedures specifically for Job Corps, and use the resulting cost estimation procedures to design an IGCE tool to assist all Job Corps professionals with their responsibilities in implementing contracts procurement in accordance with the Federal Acquisition Regulations. 

Following the design of the independent government cost estimation tool, the Maher team was also asked to pilot the tool to validate and refine its use in the field, and then to design and present customized training on the use of the IGCE tool.   This training will include hands-on exercises and on-the-job reference tools for OJC professionals, to guide them through the pre-award or post-award phase of contracting or simplified acquisition procurement.
