Katy has over 30 years of varied experience working in the publicly funded workforce system, working both at the state and national levels, focusing on policy development, legislative reform and best practices. She as a strong working relationship with the executive and line staff from the U.S. Department of Labor's Employment and Training Administration (ETA), as well as the state workforce agency system. She has worked for Maher on ETA's WorkforceGPS web portal from the beginning of the initiative, and she is responsible for the identification of content, innovative initiatives, webinar invitations, and the monthly newsletter.
In addition to her work on WorkforceGPS, Katy has also worked on various projects, including the One-Stop Certification, System Integration, the Unemployment Insurance-Reemployment Connectivity Project, Recovery Act Grantees Training and Technical Assistance, and various federally-sponsored efforts.
Prior to her consulting work, Ms. Cashen worked for 10 years for the National Association of State Workforce Agencies. The last two years of her time at NASWA, she served as Executive Director. Her work at the state level included several years at the New York State Department of Labor and the New York State Legislature.
Katy holds a Bachelor of Arts degree in Political Science from LeMoyne College and a Master's of Public Administration from the Rockefeller College at the State University of New York at Albany. She was also selected and served as a New York State Public Management Intern. In 2015, she was elected to a second four-year term on her local Town Council in upstate New York, where she works and resides.
