Kentucky Unified Business Services

Since 2010, the Commonwealth of Kentucky has been pursuing a bold path to transform and align its workforce development, economic development, and education systems.  A key component of its transformational “WORKSmart Kentucky” strategic plan was a focus on strengthening and coordinating the design and delivery of services to businesses provided by system partners across the Commonwealth.  Following Maher & Maher’s engagements with Kentucky in support of One-Stop Career Center certification, statewide sector strategies, and the Kentucky Workforce Academy, the Commonwealth engaged our team to support and facilitate the development of its unified business services strategy.  Under the project, we:

  • Reviewed all available existing plans, policies, and other materials from the workforce development, economic development, and community college systems related to the provision of business services in the Commonwealth;
  • Designed and facilitated three focus group sessions across Kentucky to gather critical feedback and insights from actual employer customers and to obtain public partners’ input to the design of a unified business services framework; and
  • Produced a final report that documented each partner system’s current business services strategies; summarized the output of the three focus group sessions; and provided comprehensive recommendations for the structure of a Commonwealth-wide unified business services framework, including detailed roles and responsibilities for system partners as well as a plan for framework implementation.

As a result of Maher & Maher’s work, the Commonwealth of Kentucky now has a clear path forward for achieving its vision of a truly unified and aligned business services system, and workforce development, economic development, and community college partners throughout the state are well-positioned to support implementation.  Perhaps most importantly, Kentucky’s industry and employer partners can look forward to enhanced, responsive, and coordinated business services and support from all system partners.
